Is the mayor challenge bugged after update the game? How to get the 2450 credit?

We now have a way to make more of the regional  simpletons. The Regional Transfer seems to work on a trucking system similar to the airplanes, fill the three rows,wait for the next truck and repeat. I did manage to get one of these challenges finished without the money. Very nice buildings available with the regional simoleons .check out education,transportation etc.
