Lost my City after phone erase (not saved on cloud)

Hello,

I did long time ago a city but I decided to restart from zero (bad starting). This city was saved to on google play game.

I was never able to overwrite the old city by the new in my Google play game.

With the new "Seb's City", I'm level 30 (close to 31) and I would like to recover it?

How to proceed?
