I want club to drop to Arena 3, SimCity Build It.

My club has been playing in Arena 4 (Savannah) for a few weeks.  We dislike having to use jackpots just to stay ahead.  Can we be moved down so that we can start back in Arena 3 (Frosty Tundra), please?
