Green Valley Upgrade Glitch

Is anyone experience a glitch where you look at a green valley residential zone's upgrade item list, make the items, come back and find that the upgrade option is gone? 

Notes

I play on 2 devices:An iPhine 6 and an iPad mini 4

I only have green valley residential zones in green valley, I'm unsure if it happens with the regular,parisian,omega,limestone cliffs etc. ones (Does anyone have 2 of the smaller residential zone's yet or just the capital and one other?)

I don't believe I'm pressing the button that looks like a 🚫
