Can't Launch Disatsters

I can launch new disasters.  All of the repairs have been made, but the VU tower says I must complete repairs before I can launch a new disaster.  How can I fix it?

If the issue persists after closing the game and rebooting your device, please report this issue to the SimCity Build It tech support team. They will look into it for you.
