New daily gift boxes

Can you provide some clarity about the daily gift in the Sims cash that I have received in one of my cities, both today and yesterday? However in my other city, I have not received the gift box. Nor have many of the people in our Mayor's city group. 

We are trying to figure out why some are getting it and others aren't...
