When this happens its usually because you are not offering enough services for your sims this strategy loses sims but good for getting money put your services together and they will allow or just destroy some buildings until their enough services for everyone and upgrades should start appearing then when you have reached limit you could destroy again and build and upgrade fast way to get money and don't have to spend extra money on services then when you have enough money just build what you need and you are a boss in this game!!! Or you could put the buildings somewhere where they don't touch the road
