War with friends club (Derby) [ Edited ]

We need new option to start war against our friends clubs. Currently there is a chance to start war with other random club which i would like to minimize. 

I don't care how many restriction you guys would apply on this feature. I would happy to obey your rules. But there should be option like start war. with friends club

Scenario: One president should send request to other club's president and if 2nd club's president accept it then both club at in war (preparation time started).

if denied then first club's president get notified. 

i know it is not very hard request and you guys can do easily with new updates.
