War Cheating

Help please my team is at war with a team that is cheating they are able to shield and unshield at will and are hitting with high level magnet attacks how do I fight this I don't want to lose all of my hard work because of a cheater

Clearly there is a major flaw when the screen shots in the other conversations show one city under a bubble with only TWO damage and another under a bubble with only EIGHT damage. I hope EA takes this issue seriously. Cheaters ruin this game for everyone.
