Want to move buildings and services from capital to region

I have some spare capacity of services in the capital (e.g. Fire, Waste, ...), can I move these to the region ? In addition, can I move buildings to the new region, too?

Still looking for an answer to this, any EA  advisors on here . I have been told by tech support this is the place to get an answer  ..

I have this problem, went to the support area and got the same basic reply that is posted here.  I cannot figure out how to transfer a building or service from the Capital to a region.  And following the instruction of putting the building in storage to transfer it makes not sense as the storage area is beyond the boundary of the Capital city, thus the move cannot be done; same with a service (like power, water, etc.).  So, if someone can tell me how to transfer a building that is now in my Capital to the storage and then how to get that building out of the storage into my new region, I will be forever grateful, or at least grateful for a while :-).  Thanks.
