Starting over in War

If a team has done well to get to a specific rank in war but now struggle to compete at that level and want to start a new club to start war play again, will the fresh clubs war score be 0 or will it scale to the average of the players scores.

I hope this makes sense!!

A new created club always starts with a ranking score of 1500, no matter what the average score of the members are.
