Rebuilding city

I’m currently rebuilding my city and trying maximize my fire, health, police, and maxis manor. As I started placing skyscrapers, epic buildings, season pass, entertainment, etc. My fire, police, and health areas that are covering those areas is red? As if it is not covering them? Is the population too high? How is that possible? Any information would be truly helpful as I tore my whole city up and now it is literally a disaster.

@statt-stadt If you can put up a screen shot someone may can assist. My suggestion in the meantime would be check and make sure you have all roads connected. Often that is the cause of the issue. Good luck.
