Population increment limit

I wonder if there is a limit to increase the population by area, I noticed that an area covered by education, games, leisure and transport when I made the cover with monuments by 60%, the population did not rise almost nothing.
There is a limit to this?

It might be worth comparing how you've got your specialisations set up around your residences compared to how they had theirs set up to see if you've just reached the max limit in terms of population boost or if there's something wrong with your game.

I should have done the same test, but I'm not reallocate space consisting of all to see if hesitate a maximum increment level.
