How many token parts per tokens? Why it keep changing?

I am at level 98, and currently it took 17 token parts to get one Cheetah (gold) Tokens. it used to be 12 then 14 then 16 and now 17. 

What will be the maximum and why it keep changing? 

Is it due to my level or is it due to the number of token I collected before?

I don't have a precise formula, but the more epic buildings and the more level you'll get, the more token parts you'll need to complete a token.

the problem is I only up 1 Level. and all this series of change (12->14->16) occurs within the same level since the update. 

by the way, now in this level (98), it is 17-> 18 per token!

Ok, but had you improved normal buildings to epic ones? This is uses to be the main reason for this matter.
