Hohenschwangau Castle not covering 10x 54 area.

I've  achieved this build but it's not covering the 10 x 54 area meaning it doesn't give the population boost it should.

Second picture compares to Victoria Inner Harbour which is 8x50 covering from beach to mountain.

I've reported this issue but they say it's all good at their end. Anyone else noticed this issue with theirs?
