I have single lane roads, no intersections (other than the one leading into my city).
Intersections = traffic, avoid creating them!
Also, different road types leading into each other also = traffic. You'll notice cars doing U-turns when they reach a new road type, this causes more cars on that stretch. You want to keep the cars flowing in a straight line for as long as possible, in a single loop.
On the odd occasion, my city reports traffic congestion.
To deal with this, I move 1 building out. Sometimes that instantly fixes the problem, and I can move the building back. The congestion doesn't come back.
On longer stretches of road, i'll purposely place 1 intersection, just 1 segment leading off the congested area. Instantly the traffic is gone!
I can then delete the road segment and move the building back where it was. The traffic doesn't return.
