Club Wars - Energy Multiplier? [ Edited ]

Where does this energy multiplier come from?  Is it from not using energy even after it fills up completely?  The highest I've seen is an x 3 and I don't know how I got it.

x 3 restores 1 point of energy every 5 minutes.

I have heard that this is something that happens in the final hours of the war. On another note, are you looking for an active war club? If so feel free to stop on by and kick the tires for the next war!

Thanks for the response and offer!  I am not currently looking however.  Honestly, I don't even like the Club Wars feature and it really feels out of place in this game.

Is the multiplier only at the end of the war?
