I've contacted support 3 times and my case was upgraded to a "specialist team", both failed to fix the problem. Does anyone know how to fix this error, getting really sick of it.,

Try renaming any cities that use special characters in their name, that has been reported as an issue with transferring regions to offline mode. Claim any cities that are not claimed. If you have any mods installed, remove them. Temporarily disable antivirus and anti-spam software while you're trying to transfer the region. Make sure you set your Origin and SimCity icons to "Run As Administrator" (right-click, choose properties, compatibility tab). In Origin, right-click the SimCity icon and choose "Repair Game".
If you still have the problem, try running SimCityRecovery.exe - Default location is \Program Files (x86)\Origin Games\SimCity\SimCityRecovery\SimCityRecovery.exe Have patience, it can take a while to run.

There are cities i can't claim, i get the error "You cannot claim this city because you do not own some of the content used to create it". I own all the DLC's so i don't understand how i can't claim it..
Also when i click run the "SimCityRecovery", it opens this URL and says "Sorry, that page doesn't exist!" ,

That is strange that you don't have SimCityRecovery.exe - usually, you only get that message if you've never played a city. Have you actually claimed or played any of the cities in the region before you tried to transfer them?
The error that you can't claim because "you don't own all of the content used to create it" is a problem with almost all of the abandoned cities. There are special downloads and features that are country-specific, and others that were limited-time promotions that you can't get any more. It's a frustrating issue that's been around forever. If you successfully transfer the region, you still won't be able to claim those cities. They'll be marked so that you can visit them, and they'll keep trading and simulating the way they were online. https://help.ea.com/en-us/help/simcity/simcity/simcity-updates/
If it fails, see if it fails at the same city every time, that could give you a clue as to a problem city.
