Having this frustrating experience where both of my simcity games won't load, my tv (which i use as a monitor) just goes to no signal, may i add that i've done most of the common workarounds on both my pc and laptop but still both do not work. The thing that really gets me is that both games used to work perfectly fine on both laptop and pc so why should it work fine one day and then just stop working....my pc will happily run the sims 4 (it's not the best pc at all but like i say they used to work and will happily play sims 4, skyrim etc). I'm praying that i'm overlooking something ridiculous but i fear i'm not as i've tried most of the "fixes" i'd honestly rather play sim city 4 but at this point i want to get any working....if not i'll be switching to cities skylines as i just want to build some cities. Simcity 4 is the vanilla edition so no RH etc and is a disc copy. If someone can help me out i'll be forever grateful, just really wanna play sim city and i've spent all day trying to "fix" them. If there is any other information i can give then just ask away....i'd post my pc's spec an all but I cba + most people would probs say your pc is awful and i need to upgrade this and that but honestly it worked a while ago and all of a sudden i cant play either game on it so i know the game runs fine but for some reason it just won't load it up anymore. If anybody can help me out here i'd be massively grateful. Both my PC and Laptop are windows 7 64bit
Here's some footage i've put on youtube so people can see what happens.

Hi @Pablo_Mindgame - This sounds very frustrating. Hopefully, we can find the problem. Let's run through the basics, first, just to be sure we've got them covered.
Always run installation files "As Administrator".
Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
Graphics drivers and Windows OS are patched and updated to newest versions
SimCity.exe and Origin.exe - Set them to run "as administrator"
Nahimic 2 from MSI - this is an audio management program that comes with MSI motherboards. Disable or uninstall it. Nahimic 2 is known to cause this issue.
Update Origin - Completely exit Origin and re-enter. If it needs an update, it should automatically start on launch.
Disable Origin in-game In Origin main menu, right-click SimCity icon, Game Properties, check the box that says "Disable Origin In-game"
I would have guessed that you may be running out of space on the computer, but you say this happens with both a laptop and a PC? It would be quite a coincidence if both have the exact same problem at the exact same time, but you can double-check your C drives just in case. It might have something to do with the video settings. Does this happen on the laptop using the laptop screen instead of the tv?
Try running in windowed mode to see if the resolution settings somehow got reset. In Origin, right-click the SimCity icon, choose "Game Properties", click on the "Advanced Game Options" tab and enter "-w" in the box (without the quotation marks). Save and exit back to Origin, then start SimCity. In windowed mode, you should be able to go to options and choose the correct display and resolution settings (try the lowest settings first). Then exit, remove the "-w" from the Advanced Game Options, and launch again.
Definitely post back and let us know whether something worked. If it still won't run, reply back with any error messages you're getting and attach a dxdiag report. How to Dxdiag: https://answers.ea.com/t5/SimCity-2013/How-To-Dxdiag/m-p/634584#U634584 (I understand that your PC is older, I'm more interested in any error messages that might give us a clue)
Happy building!
