What happens when you click the "Okay" button? You should be able to clear the alert screen, click the options (...) button in the top right hand corner, and choose "Exit to Main Menu". This should essentially skip the tutorial and allow you to go directly to the game. There is an option to skip or restart the tutorial in the menu, I can't get to the program right now to tell you exactly where it is, but it is a checkbox that you can click.

Usually, being unable to play the tutorial like that is a result of the server not being available for some reason. This may have already cleared for you by now. If it hasn't, you can try a couple of things to make sure there's no corruption in your copy of the game:

  • Set Origin.exe and SimCity.exe to "Run As Adminstrator"
  • Make sure Origin.exe and SimCity.exe are added to your firewall and router exception lists
  • If you have MSI's sound program Nahimic 2 installed, disable or uninstall it. Same with the antivirus program BitDefender - both will block SimCity from playing
  • Choose a different server on the main game window.
  • In Origin, right-click the SimCity icon and choose to "Repair Game". Let the repair complete and retry.
  • Uninstall / reinstall game

Happy building!
