Run Origin.exe "As Administrator" and make sure you fully update Origin before you attempt to download the game through "My Library". You don't need a disc - this thread is from 2013 when the game first launched, and the servers were overloaded while everyone was trying to install the game for the first time during launch. It's possible you hit an update time for Origin while you were trying to download the game, where downloads were disabled for a while. It's more probable that Origin just needs to be updated.

Thanks for getting back to me @BlackjackWidow we ended up sorting it out just uninstalled origin and re downloaded it been playing for the last couple of days and now have 3 kids in it plus a bonus pack loving it
