I check again this morning, my residential/casino city is still not showing any visitors. And my commercial and industrial cities are not doing well, still requiring more workers which should be provided from the first city. This is starting to get annoying.

ok guys try this:

first go to your universty city , click on population and click detailed. if there are unfilled jobs in that city, you wont get commuters from there to your industry city. Most commuter you will be getting will be out-of-region workers and they are low educated. So , no high tech in industry city (only with commuters)

 

you need to make sure there are unemloyed ppl with high education in your universty city, so they will commute to your high-tech.

 

this is an idea just came to mind, didnt try it yet. if you try and make it work, let the forum know pls

Got the excact same problem, tried zoning some residential in the industry cit, to get them going.. Did not help and nobody high educated, yet stupid sims are doing any high tech industry..

Every logical attempt is pointless since the technological level of industries relies on the presence of particular building in the same city and not on the education of the sims. It really boggles my mind

The other idea that can works is adding residential zones in you industrial city, and wait for them to go to your education city. Then they will eventually tech up the industries, but that breaks to whole idea of having residential and industrial zones spread in different cities...

That doesn't work either, for a start not enough people go to education buildings in other cities, then when they do the education buildings in the city don't recognise the students as from the region (check regional student numbers in each buildings, even if you watch a bus come from another city and turn into a school and watch the kids walk into the school it still says 0 students from the region) and then lastly your tech level in the city without educational buildings never goes up, so no way your industries will... It's an awful implementation if what could've been a good idea.

The whole commuting aspect is spotty at best, the only thing it really does for me is, flood my residential city with buses from the other city, it's a sight to behold seeing Buses pile up on the highway back to the other city (I don't think it has that many buses).  Also I only get a small percentage of my unemployed workers to commute.  It also seems to me that the commuting out number in my residential city has no bearing on the commuting in number of the other city, allthough I apparently get 10k shoppers  in my city even though I have no unsold goods and not close to that amount of LW shoppers in the region.

 

 

Also University seems not to share at all through the region.

I had the same problem, tried to start two cities, one industrial only and one redidential with a bit of commerce and lots of education, but nobody would commute.
