The linked EA account with the persona spaceturtle7024 is presently banned , swtor support suspect it is compromised based on the email used

you will need to raise a ticket via help.ea.com for a hacked/banned origin account that uses the persona spaceturtle7024 

once that account is sorted , purchasing on the swtor account will work again
