You need to reset the password on the linked EA account that account has the persona phobiah (not Phobiah9) that EA account uses the same yahoo email as on your swtor account
use the following link to reset the password https://signin.ea.com/p/web2/resetPassword (use the swtor email in the link) then login on that EA account to fix the swtor account for purchasing
for future purchases, use incognito mode on chrome initially if you purchase on swtor.com to be sure browser cache and cookies is cleared
As to the steam purchase you need to email per the steam sticky https://answers.ea.com/t5/Technical-Issues/INFO-Steam-Purchase-Not-Working/td-p/9356718/jump-to/firs...

I am also having this problem, I tried 3 times on one card and once on another and then realized I was charged for all four transactions, will I be refunded for all three transactions that were duplicates especially considering it was on two different cards?

ok for the account TheHtrain ,
support said the visa one failed, and they are going to queue all the purchases for refund when they close in the system (all are currently open).
your account actually looks ok , so if you purchase again it should actually work
