3 discard points? Base Command

I've finished the game up to the last update for Base Command, but I just noticed that the picture in the preview has 3 discard points, how do I get that?

Hmmm weird. Maybe some perk? I only have two...

Weird thing that happened today. All my cards were on the first rank for one level. Thermal detonator was only doing 3 damage instead of 4.
