Quest never refreshes [ Edited ]

This happens to me at least once a day. At LEAST.
Game must be shut down and restarted.

What's extra annoying is that the game has notified me that there is a new quest (despite notifications being off) but in the game technically there isn't one.

This is a common problem with more than one version of this bug.
