How game developers handled this ? [ Edited ]

As an IOS programmer, i wonder how did the game developers handle the scenario where the two players has only 1 HP , and there is a galactic cactus about to explode 

and another hint for players, if a zombie and a plant both  have strikethrough and their HP = 1 on the fight the zombie wins as zombies hit first

the hero plant dies, it happened to me. Galacta Cactus is a betrayer

But why ! , it should hit both at the same time, despite the two cards strikethrough as zombie attacks first, why then the plant hero dies first in the first case, this is not fair ...
