Hit without charge (no, not bullseye)

After the update this months, I notices sometimes the meter won't charge even when it is not bullseye. It is still there for the latest updates.

Here's a screenshot. The meter is empty at start of Plants play, and after 2 Berry Blasts, it is still empty.

I've been hit 6 times without charging in one game, none of them bullseye.

I have done it twice to opponents. One I still lost and felt it was the right outcome.
