Pinata tracker resetting at random

Okay, so I noticed Pinata tracker refreshes every 12 hours. Basically, this means I can get extra top-ups for plants twice a day. I had it at 9 AM and 9 PM. One morning I turned on the game at 11 AM and, lo and behold, it told me I have 12 more hours to go. Today, I turned on the game at 10 AM, saw I have one more hour, did some work, turned it back on at 11 AM, it told me I have 12 hours until it refreshes. Are these hours just a draw of luck or technical problem? Thanks!

From my experience, if you are not active in the game and in the area where you can choose days/endless levels, then you will not see the clock reset until you exit. For example, if you are in the store, the almanac, the Zen garden or playing a level when the clock hits 0:00, it will not be official until to you are back on the main screens (after hitting play on the app opening splash)

This has been the case for me for a long time. Also, if you are not connected to the internet, it might not reset your clock.
