Penny's Persuit Perk Progression error

Hi , i have this issue for a long time . Whenever ı compleate a side quest of any Penny's Persuit level  one of my perks gets level up . That ok and great  , and ı usually keep going like this but sometimes my Progress suddenly disappears  this happened countless amount of times . This happens usually when ı close game . I dont know what cause this . But please help me .

This is an old bug first reported last year but it appears little efforts have been allocated to fixing it (probably because it only affects some players but not all).  Sadly there is no known workaround neither.
