Missing offers on tablet

I have noticed that when I play on my phone there are offers available that aren't there when I play on my tablet. The most recent is 150K coins and seed packet and the 350K coins and seed packet. They are not on the tablet. I will quit the game and start it on the phone and they are there. If I buy it on my phone it will carry over to the tablet but the other offer will not show up. Does this happen to anybody else?

Is one an apple device and the other android?

They are both Android pie. Galaxy Note 9 and Tab S4

I have had similar experience with two different devices; both Android but one a J7 and the other an older S7.
