Cannot install using Samsung Tab Pro 8.4 in Hong Kong

I try to install PvZ2 but it says the app cannot be installed in my device country.

I am using Samsung Tab Pro 8.4 and trying to download in Hong Kong.

Is it my device problem or it is still not available in Hong Kong?
