Service NPC not in uniform? [ Edited ]

This is my first time posting, so forgive me if I'm doing this wrong! I've seen another thread about NPCs in strange outfits, but my problem seems to be different from that one...

Issue

Both the maid and the mail carrier are no longer showing up in uniform! I've seen multiple dresses, lederhosen, and some Star Wars costume. Interestingly enough, from what I can tell, the shoes are as they should be and there are no random accessories. I've also hired two other services (pizza delivery and a repairman) and both of those showed up in work-appropriate clothes.

Steps you took for Issue to occur

I just wait for the NPCs to show up on the job. When they're not working, their clothes are normal enough (for a townie anyway), but they change into some random full-body outfit once working.

Where does the bug occur ?

This bug has occurred in three different save files. I thought my saves were corrupted, but it happened in a fresh game as well.

Mods/CC

I tested with and without any mods. This has no effect on the uniforms.

Expansion Packs/Game Packs/Stuff Packs

I only own the free holiday pack in addition to the base game.

I'd stopped playing for a bit, so I'm not sure exactly when this started. I know it was before the latest free stuff update, and it wasn't happening three months ago.

Yes it does sound like that, except I don't have GTW so I wasn't sure it was the same thing.
