Loading Icon in Sims Portrait

While in the CAS,whenever I download a sim from the gallery (even a past creation of my own from my library) I can't change the necklaces. Anytime I try to change an accessory their portrait gets the loading icon and will never load. I then try to create another sim and their portrait is glitched too. The game won't let me save the household once this happens as their family portrait is glitched. If I hit save the game won't let me hit any other buttons and I have to ctrl+alt+delete it. I've tried taking the cc necklaces out but same thing happens, whether it's cc or not that I am trying to change to. Oh and any sim I don't download and create right there works perfectly fine.

Please remove all CC and mods and see if it happens on a vanilla game.
