I can confirm that with the latest game update I no longer experience the flicker issue ingame.
I can now play on DX11 without any problems.
Maybe my GPU was also to blame since I also received an NVIDIA Driver Update recently.
My problem is therefore resolved.

After update I have flicker screen issue ,updated video driver and still have it once in gameplay (like once in 3 hours )not sure if go back to dx 9 night fix it?

I still have severe FPS drops / performance issues when I enable DX11.
My specs:
GPU: NVIDIA GeForce RTX 4090
Processor: 13th Gen Intel(R) Core(TM) i9-13900KF (32 CPUs), ~3.0GHz
I do not understand why I experience these issues with my hardware.
It's supposed to be at 160 fps constantly, but it drops to 100, then 80, then below 60, then back to 110 and so on. Moving the camera is causing a lot of stuttering. Nothing is smooth at all.
I have gsync enabled because I thought this would help - it wasn't the case unfortunately.
There's one thing I noticed.
As soon as I uncheck "Uncompressed Sim Textures" in the menu and restart the game, my FPS stays over 150 fps. It does not matter how many sims are on the lot.
However, I don't think I should HAVE to uncheck this setting with my hardware.
(I still get severe fps drops and performance issues in Ravenwood though, even when I uncheck this setting)
Let me know if you need anything else from me before you can look into this issue.
I don't mind sharing my dxdiag if that helps.
I hope I will get to enjoy this game again, just like I used to.

If I press the Windows button when palying the game, the game will not close. The sound turns off but only the Windows menu and the bar on the bottom of the screen will open and the Sims stays in the background and I can't open any of the other apps. I don't have any cc or mods.

Directx 11 continues to deliver a lower performance experience compared to Directx 9.
Camera movement in DX11 is not as smooth as in DX9. FPS remains unstable and below what DX9 is in multiple scenarios, especially when the camera is facing the horizon.
I'm playing with a Ryzen 3600, 32GB of RAM and a GTX 1650 with 4GB, and the performance difference between DX9 and DX11 is striking. While in 9 I play at 60 fps, with a smooth camera, in Directx 11 there is a drop of more than 25/30 fps in several situations.
I'm sorry, but the implementation in DX11 in The Sims 4 is not good. You need to do more testing and improve the code.
If there are people here who say they are experiencing frame drops with an RTX4080, imagine those with lower-end cards? Please do something.

How often does the bug occur? Every time (100%)
What is your current game version number? 1.110.294.1020 DX11
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Configure the graphics to maximum allowable settings and look at the sea from 888 Spire Apartments.
What happens when the bug occurs? Hard edge where the reflective surface of the ocean water comes to an abrupt stop producing a grid like effect.
What do you expect to see? Smooth surface across whole body of water.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I have a really annoying and jarring graphical bug in the water of San Myshuno when viewed from 888 spire apartments. The reflective surface in the ocean comes to an abrupt stop making the edges really visible. All my graphical settings are cranked up to maximum... Is there anything that can be done about this?

UPDATE: I reloaded the game in DX9 and the issue is resolved. This seems to be a bug related to DX11.

I have tested and can confirm, there is indeed an issue right now affecting the San Myshuno sea in that skyscraper district when Directx 11 is enabled.

As already mentioned, the game stutters with the "Uncompressed Sim Textures" option enabled, it happens mainly on lots where there are multiple sims.
