SimCity4 Deluxe Origin doesn't launch with any custom parameters

I have SimCity 4 Deluxe on Origin and by default it runs fine, but I've been trying to run it with a custom resolution through launch parameters but doing so just doesn't launch the game at all. No error codes or messages, the game just doesn't open.
Same goes with literally any launch parameter. "intro:off" does the same thing. Only when the launch parameters are completely empty will the game run.
