SimCity Deluxe CD will not run on Windows 10

Have a new Windows 10 Lenovo laptop and wanted to play an old favorite of SimCity 4, from the "Deluxe" CD box of several years ago.  Put in the codes and it seemed like it was loading ok, but at the end of the day, doesn't seem to work.  Not even a blank screen. 

Are there steps I need to take?  I hate to buy a digital copy of a game I already have....
