Are you running Windows 10? If not, reply with a dxdiag.

Please also try the following:

1. A disc versions will not work on newer computers, contact a Game Advisor  to receive to a digital download (only if you own the original game)
2. Turn off Origin in-game.
3. Try running in compatibility mode: right click the Simcity 4 shortcut > Properties > Compatibility. Choose a compatibility mode, click apply. Try a different compatibility modes to see if that resolves the issue
4. Right-click Origin and select Run as administrator

Lastly, I cannot guarantee we can get the game working on newer versions of Windows, especially Windows 10. Please see the official requirements below:

If you want to run Simcity 4 Deluxe on a Windows computer after Windows XP you have to run it in compatibility mode for Windows 98 (1998 was the year it came out on the market).
