Hi @ufezgwjhs - SimCity 3000 is no longer sold or supported by EA. To get support for your issue, it depends on whether you bought a digital download or are trying to install from disc.
If you installed from a disc, the old CDs will absolutely not run on modern OS's. They were made with a special kind of copy protection called SecuRom. Support for these CDs was removed from Windows Vista and later. The only way to run the game now is to get a digital copy that has been patched to run without the DRM. EA does not offer a digital copy of SimCity 3000. You might want to check gog.com.
If you installed a digital copy and are having issues, you'll want to post in that company's support forums or contact their Customer Service.
