Unable to change Difficulty level (!!)

Summarize your bug Unable to change Difficulty level (!!) Noticed that changing difficulty doesn't actually work at all, all enemies are exactly the same and every time I go back to settings the setting as just as it was before setting.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Well u can go to settings change difficulty level, exit, than go back and the setting is still as it was.
What happens when the bug occurs? Difficulty level doesn't work
What do you expect to see? Difficulty level will change and u will be able to see the setting saved in the settings menu

This happened to me as well. I’m 75% through the game and it just changed on me today. Defaulted to grandmaster and now I can’t change the settings. I have tried restarting the console, reloading the game etc. I am bummed because I won’t be able to play anymore unless it is resolved! Has anyone had any luck?
