PC Bad Stuttering and Low FPS

The game has terrible stutter to the point where I get put off playing it after a while. Almost every five seconds the screen stutters and drops 10+ frames in most areas. I've lowered the settings but it doesn't help much if at all. I'm running an RTX 2080 Ti and i7 8700K with 32GB RAM in 3840 x 2160 on High settings. But it's not a hardware issue, it's a game issue. Also the cutscenes don't run great either, sometimes at 30FPS even which looks pretty bad. Please fix this soon.

Same issue. I have posted several times about this without a single reply from the developers. I have tried 20 different fixes via youtube and nothing is working. I thought it was my overclocks but I turned them all off and reset everything and I still get these strange fps drops. A specific example is while fighting the purple pole arm storm trooper. I can't handle the fps drops it's ruining the game for me. I have an 8700k and a 1080 ti. Not sure what to do at this point.

Latest NVIDIA GF game ready 441.41 drivers cause massive stuttering and bad performance at least for me, with 441.20 I get pretty steady 60 fps at 4K with 2080 Ti. There's still odd stuttering here and there, but it's bearable.
