From my experience, this happens when you have 2 input devices, say....Joystick and Mouse. Your Joystick has one of it's non-rebounding buttons mapped to a certain function.
For instance, your Joystick has a non-rebounding button which can be either set to Neutral or (example) Button 12. Currently, this Button 12 is mapped to a certain function, and it's not in Neutral position. So the game is registering this Button 12 input as a constant input, overwriting the mouse cursor. Move it back to Neutral. If it doesn't have neutral, consider unmapping that button altogether
