Bug on Nur makes games unplayable.

After starting on nur in the water, I have exited the game and came back to continue the journey thinking I’d pick up from my last checkpoint meditation. However I am in the water now and stuck in a pit. I see the surface but cannot swim up to it nor is there anywhere to go through and get to the fortress. 
seems like a bug that is stopping gameplay forever now and I can’t continue.  Not going to bother restarting but have tried repairing the game and reloading the save and nothing works. Now I cannot finish the game. On pc.
