PvZ Gw2 frozen packs not showing

Hi there, I have bought both frozen packs that were released today for GW2 for 15.98 from the PSN store, the order has gone through but the packs are not in my sons account. I logged into my PVZ account and bought for myself, they show up fine.
But my sons are still missing6 hours passed now, I have bought a small coins pack since and that works fine. His mail box says view offer for these packs, but when I click view offer it says already purchased. Please help as my boy is very disappointed.
Logged in and out multiple times and have tried on 2 different PS4s.
