Need For Speed: Hot Pursuit won't launch.

So, i got this game through steam, and i played normally when i first played couple years ago. Now, i got a new PC and i wanted to try it again, I installed in a NEW PC, and still, wont launch.

I tried,

opening in windowed mode
Turning off overlays
Even trying to run it off the .exe in the root folder

The PC can run the game at maximum preset graphics so i dont know if a past update broke EA App or something, but still, the game isnt even 4 years old i have less than 20 hours and i cant play anymore. 

Please, I want a fix for this or at least something than lets me play the game.
