You have to increase simfps to 40-60 and simrate remains same that is 18.

In this case you forcing pc to give maximum 40-60 Fps and   you playing your game 60 fps but you frame rate  remain 18 bacause you can't changed the simrate . that from my side .try if working then enjoy the #NeedForSppedRivals_GHOSTGAMES.INC
