If he's just starting his 3rd year, that would typically be the last year of your rookie contract so that shouldn't be an issue.
Only thing I can think of off the top of my head would be if your team is at/exceeding cap space and can't send any players down
to the minors. If you're still a rookie you should be able to be sent down, but it honestly wouldn't surprise me that it won't.
I've had my Be a GM for the Phoenix Coyotes corrupt itself since I went way over the cap and wasn't able to field a full team so
my NHL and AHL team did not have a full roster.
You can try uninstalling the game and reinstalling it (Without deleting your player data) and see if that helps?
