Enemies take no damage

Just downloaded ME3 for PC, and ive ran into this bizarre issue where enemies stop taking any damage in the main campaign.
I can shoot entire magazines at their head, and the health bar will only blip as if taking damage, but it wont go down.
I play on normal, but put it down to narrative, and still the same thing.
The enemies are also able to kill me in the time it takes to leave cover and fire a concussive shot at them.
Ive reinstalled the game twice, and ran on clean boot, and still no change. any help or advice would be greately appreciated

Try to repair the game. (in Origin > Game Library > right click ME3 > Repair)

Tried that, both with the 'Repair' function in origin, and the 'Verify integrity of game files' option in steam.
Thanks for the reply, any other ideas? I'm stumped as to what could possibly be causing this issue.

Do or did you use any Mods?

Did you changed any game files? 

Issue is the same if you switch to another weapon or if you use powers?

no mods or changed game files, and the issue persists for every weapon and power. not even my squadmates can do any damage

You said you did the repair in Steam and in Origin.

Do you own the game on both Clients? Is it installed with both clients?

i own it through steam, but it appears in both clients, ans allowed me to run both repair options

• Make sure Origin is closed.
• Move the "Mass Effect 3" folder out of the "Documents\Bioware" folder.
• Start a new game > Test.

@LWS_117 Sounds like the most annoying issue ever :/ did you end up finding the problem and fixing it?
