Citadel DLC - Quarians not allowed to party?

So, I'm playing through the Citadel DLC and inviting guests to the party. I have Tali on the Normandy and the squad, but for some reason, her name is absent from the guest list of people to invite. Is this a gltich, is there a requirement first, or is she just not allowed to party? :-(

Squad member availability has to do with completing their missions / arcs.

But if I do the mission to get Tali after I started the Citadel DLC? Will She be updated for the Apartment Party Invite list?

Yes. As long as a character's story arc is completed before the invites are sent and the party is started then they will be added to the invite list. Of course you'll need to do the party before Priority: Cerberus Headquarters as once you start that mission you're committed to finishing the game.
