offseason free agent signing cant sign players

i can log in to my lg but cant sign any free agents it says 2014 offseason but it wont let me sign no body or it dont give me the option to make offers i go to the free agent tab it is locked will somebody help me plz i have video if i can upload it so u can see what i am talking about
